Police have arrested a man near the Lee Monument for trespassing after receiving calls for about an armed person near Richmond's famed Monument Avenue Saturday morning. Police arrested Riley O’Shaughnessey, 38, of Richmond a little before 8 a.m. He has been charged with trespassing. He was armed with a handgun but it was being carried lawfully, according to police.

Virginia state police released footage Thursday from the body camera worn by a sergeant who was taken to the hospital after being struck with an object amid protests outside the Richmond Police Department’s headquarters earlier in the week.

In the video, which was shared on Virginia state police’s official Twitter page, the sergeant wearing the body camera is discussing plans about calling on more people to help in the response before an audible thud is heard. The sergeant yelps out in pain before complaining about his “knee.”

Laser pointers were aimed at officers, and bottles of liquid chucked at troopers as Richmond Police stood their ground outside police headquarters on West Grace Street.

"We were outnumbered 10-1 at best, and doing our best to keep the crowd calm," said Peppel.

The hours-long standoff that began Sunday evening was sparked by an incident in which a city police vehicle struck several demonstrators on Saturday night. One person was taken into custody after authorities said she crossed a police line and struck with a bullhorn an officer who tried to stop her.

“The health and safety of our community is a critical priority,” the statement read. “We must cultivate an environment in which we all can thrive as students, faculty, staff, researchers, patients and health care providers.” The shift in VCU’s public safety model addresses issues with law enforcement’s treatment of ethnic, racial, gender and sexual minorities, the statement read.

According to court documents, 22-year-old Michaela Hatton has been charged with the assault and battery of a police officer and conspiring with others to incite a riot. Richmond police said Hatton repeatedly crossed the police line after being told not to, and “when an RPD officer attempted to stop her, the suspect struck the officer in the head with a bullhorn.”

“At her hearing Monday, the judge also banned her from any actions tending to incite criminal activity,” police said.
