At 11:06 p.m., RPD announced over a bullhorn that protesters were trespassing and needed to leave. At 11:28 p.m., an unlawful assembly was declared after police say protesters started throwing rocks at law enforcement. At 11:30 p.m., Virginia State Police said the grounds were cleared and no use of force was used. After protesters dispersed from the Lee Monument, RPD received a report of glass breaking and an explosion at the Starbucks on North Robinson Street. When officers arrived, they found a brick and lit flare that were thrown through the store window. There are no reports of injuries.

Police are searching for three people who looted a Richmond restaurant the first weekend of unrest in the city. On Sunday, May 31, police said they were called to a Four Brothers Bistro & Grill in the 700 block of Lombardy Street which had been damaged by rioters. The suspects were caught on camera entering the restaurant and stealing cash along with other items.

Henrico Police Lt. A.M. Robertson told the Citizen that Henrico had provided support on five occasions – May 29, 30 and 31 and June 1 and 14, sending 61 officers on the first date, 58 on the second, 28 on the third, 26 on the fourth and 27 on the fifth. The total cost to the county for its officers’ time is estimated to be $69,330.57, Robertson said.

Richmond City Councilman Mike Jones said in a tweet Tuesday that he will be introducing legislation banning flash bangs, tear gas and rubber bullets, following weeks of unrest in the city.

“Innocent civilians & peaceful protestors should not have militaristic weapons deployed on them,” Councilman Jones tweeted. “We are a democracy.”

Police said Sunday night’s arrests were made following the actions of protesters who “threw objects at the officers and tied a rope to the statue in an apparent attempt to pull it down – an action that would have put many people at risk of being hit.”

A .45-caliber handgun was tucked in the waistband of Jasmine Kelley’s shorts Sunday night as she stood outside the Robert E. Lee statue on Monument Avenue. She purchased it for about $475 last week, and it hasn’t been fired yet.
